There was a review done on one popular laser comb and it was stated to have worked for quite a few people. It's cost is a little over $300 USD and it comes with a charger and carrying case. Besides its great looks, a clinical test was performed on groups of people.
The laser comb actually performed pretty well. Many reported their hair being full of more body and shine. Some even noted peach fuzz hairs had developed in areas where they had lost hair.
The test was run over an eight month period, so this gave plenty of time to see if it would produce any real results. The only problem though was that even though a lot of people reported such things as more body, shine, and a few fuzzy hairs, no one experienced any real hair growth.
The laser comb was designed as a way to increase blood flow and stimulate hair growth. It seems to do this but as far as hair growth, it may not be a very wise investment.
